Michele Quigley, Chief Executive Officer

Michele Quigley is a seasoned Executive Administrator with over 35 years of experience in the healthcare and nonprofit sectors, specializing in services for individuals with intellectual and developmental disabilities. She has a proven track record in organizational leadership, transformation, strategic growth, and improving service delivery systems. Michele holds a Master of Public Administration from Baruch College (CUNY) through the National Urban Fellows program and a Bachelor’s degree in Psychology from Long Island University. Throughout her career, she has led initiatives that drive operational excellence and better health outcomes. Michele has also served as a CARF administrative surveyor, supporting organizations in strengthening their practices. She remains committed to advancing high-quality, person-centered care across all communities.

Nellie Santiago-Rivera, Chief Operating Officer

Nellie Santiago-Rivera is the Chief Operating Officer for Metro Community Health Centers. She is responsible for the overall operations management of all five MCHC health centers.  She has over twenty years of experience in the health care industry and has a passion for improving operational processes within the healthcare delivery systems. She has spent the majority of her professional career working with under-served populations. Mrs. Santiago-Rivera received a MBA from Mercy College, Masters of Science in Health Services Administration from Iona College and a Bachelor’s in Computer Science with a minor in Mathematics from CUNY Lehman College. In 2016, she received an award from State Senator Jeff Klein at the NYS District 34 Hispanic Heritage Month for the commitment to improve the quality-of-life in the community.

Sonya M. Maxwell, Chief Quality Officer

Sonya Maxwell serves as the Chief Quality Officer at Metro Community Health Centers, overseeing quality assurance and compliance, patient safety and risk management, training and education, data collection and reporting, and policy development and implementation across all divisions of the health centers. With over 41 years of experience in healthcare—31 of which have been dedicated to nursing—Sonya has devoted her career to serving individuals with special needs, from pediatrics to adults. Her expertise and leadership play a vital role in ensuring MCHC delivers compassionate, high-quality care to the communities it serves. Sonya earned her nursing degree from Philips Beth Israel School of Nursing, a bachelor’s degree from Spelman College, and a master’s degree from Bellevue University. Her dedication to excellence in patient care and healthcare quality continues to drive MCHC’s mission forward.

Kerry-Ann Dacres, Controller

Kerry-Ann Dacres serves as Controller at Metro Community Health Centers, bringing over 15 years of experience in accounting, financial reporting, budgeting, and strategic planning. She has led complex financial operations across large nonprofit organizations, including overseeing audits, strengthening internal controls, and managing system transitions to improve efficiency and transparency. Kerry-Ann is known for her collaborative approach, working closely with leadership and program teams to support strong financial stewardship and organizational growth.

Dr. Andrea Nichols, Medical Director

Dr. Andrea Nichols is a Board Certified Family Practice physician with extensive experience in clinical leadership and primary care across the lifespan, including pediatrics, geriatrics, and women’s health. She has served in senior medical leadership roles since 2016, leading quality assurance, provider oversight, and clinical excellence initiatives. Dr. Nichols is also an Associate Clinical Professor at SUNY Upstate Medical Center and brings a patient-centered, collaborative approach to advancing care at Metro Community Health Centers.
